BOISE, Idaho - Richard Otis Halligan died September 23 2012 in Boise, Idaho. Otis was born in Fort Dodge to Art and Dorothy Halligan on March 5, 1928. He graduated from Corpus Christi School. He enlisted in the Navy on June 5, 1946 and served on the USS Eldorado until he was honorably discharged on March 30, 1948. He returned to Fort Dodge and attended Fort Dodge Junior College. He met Charmaine Breon, the love of his life, in the fall of 1948. They were married on July 2, 1949 and had six children. He was a police officer on the Fort Dodge Police Department for 14 years leaving as a Lt. Detective in 1969 to move to Boise, Idaho. He finished his career as a truck driver and retired in Boise in December 1991.
Otis enjoyed time with his family and friends hunting, camping, and training his two black Labrador retrievers. He was an avid Boise State University football fan and was frequently seen wearing his blue and orange.
He and Charmaine enjoyed their retirement attending BSU football games and spending winters in Yuma, AZ.

Otis is survived by his wife Charmaine; brother Pat Halligan, sisters Madelyn Wafful and Evelyn Habenicht; children Rich and Cherri Halligan, Chuck and Karla Halligan, Toni and Jeff Smith, and Jeff Halligan and Jenni Blake; grandchildren Conor, Michael, Allison, Devon, Dalton and numerous nieces and nephews. He is preceded in death by his father and mother, children Elizabeth and Marilyn, and grandson Anthony.
