A plan to build five new houses in northeastern Fort Dodge was unanimously rejected Monday evening by City Council members who felt the developer should be required to pay for building a road there.
Iowa Growth Investors Inc., of Polk City, proposed building the homes near 25th Avenue North and 22nd Street. It requested a waiver from the city law that requires developers to build roads to serve their projects.
Without the waiver, the company would be required to construct a short extension of 25th Avenue North to the west of the intersection.
The city's Plan and Zoning Commission recommended granting that waiver on 6-1 vote on May 14. Commission members said the street isn't necessary to serve the proposed houses.
On Monday, Councilman Kim Alstott recommended inserting a written explanation into any measure granting the waiver to explain why it was granted. he said he wanted to avoid setting a precedent that could trouble the city in the future.
Councilman Mark Taylor said Iowa Growth Investors Inc. ''needs to be responsible for the road like every other contractor.''
In other business, the council unanimously rejected all bids for a new sanitary sewer line under South 19th Street. Chad Schaeffer, the city's director of Engineering, Business Affairs and Community Growth, said the lowest of two bids was $400,000 higher than the $2.2 million cost estimate. He said new bids will be sought later this year.
The council hired Clark Construction, of Fort Dodge, to demolish three houses and a former
MidAmerican Energy utility building at 10th Avenue North and 16th Street to make way for the eventual realignment of that intersection.
The company will be paid $33,449 to knock down the houses at 1535, 1602 and 1606 10th Ave. N. It will be paid $300 to demolish the MidAmerican Energy building and the utility will pay half the cost.
The contract was awarded on a 4-3 vote. Councilmen Dave Flattery, Andy Fritz, Robert ''Barney'' Patterson and Alstott voted yes. Councilmen Dean Hill, Don Wilson and Taylor voted no.
