A bench warrant has been issued for a Thor man who failed to show up for his Monday pretrial hearing on animal neglect charges. David Kelly Collan’s jury trial in Webster County District Court was scheduled to begin today for charges of animal neglect causing serious injury or death. Collan failed to appear for his pre-trial conference at 10 a.m. on Monday. District Associate Court Judge Joseph Tofilon issued a statewide bench warrant for Collan’s arrest.
