A Thor man is back behind bars charged with two counts of contempt of court for defying a judge’s order barring him from having dogs.

David K. Collan was arrested Thursday after he was seen multiple times by law enforcement to be in possession of a large white shepherd dog. Collan was previously ordered by a judge not to own dogs after 29 German shepherd dogs were seized from his rural breeding farm in August 2024.

According to court documents, by having a dog in his possession, Collan was in violation of that order issued by a magistrate judge.

Webster County Animal Protection is now caring for the white shepherd dog.

The 29 German Shepherd dogs seized from his farm in 2024 were all found to be malnourished and were taken to the Animal Rescue League of Iowa, Moffitt Animal Shelter, Pups and Paws Pound and Webster County Animal Protection. One of the dogs died and another was found to have an untreated neurological issue. Most of the dogs have been adopted after being treated by veterinarians and rehabilitated.

Collan has been ordered to appear before a Webster County judge on March 27 for the contempt charges.
